2008年3月10日以來，拉 薩地區少數不法僧尼連續滋事，竭力制造社會動亂。這是由達
賴集團精心策劃的企圖將西藏從祖國懇鶗X去，破壞西 藏各族人民安定、和諧、艦膨`生
產生活的政治圖謀。特別是3月14日，一些不法之徒在拉 薩有組織、有預謀地採取打、砸、
搶、燒、殺等暴力手段，焚燒學校、醫院、少兒活動中心、商舖以及居民住宅，暴力沖擊黨
政機關、企事業單位，砸燒車輛，搶劫財物，殺害無辜群眾，圍攻毆打執法人員，其行為，
已觸犯《中華人民共和國刑法》，構成刑事犯罪。為敦促組織、策劃、參與這次打、砸、搶
B燒、殺的犯罪分子停止一切犯罪活動，投案自首，鼓勵廣大人民群眾積極檢舉揭發犯罪分
子，特通告如下：
一、凡3月17日24時前主動到公安、司法機關投案自首的，可依法從輕或減輕處罰；對
投案自首、並檢舉其他犯罪分子有立功表現的，可依法免除處罰。犯罪分子逾期拒不投案自
首的將依法從嚴懲處。

二、對包庇、窩藏犯罪分子的，一經查實將依法從嚴處罰。

三、對積極檢舉揭發犯罪分子犯罪行為的公民，對人伬予以保護，並給予表彰、獎勵。
